I am currently in the middle of an Exchange 2010 to Exchange 2013.
Everything is going fine except I am seeing messages queue on both the Exchange 2013 Hub transport servers to the Exchange 2010 server with the error "Insufficient System Resources". Now I know that error is usually associated with back pressure
but the Exchange 2013 servers are not low on any resources and there are no back pressure alert event logs. This issue occurs on both my new Exchange 2013 HUB servers delivered to mailboxes on the existing Exchange 2010 servers. The message go into retry.
Whats interesting if you run a resubmit queue from power shell it clears the queue without a problem. I have also as a test tried to disabled the back pressure monitor in the Edge config file and restarted the transport service but the same issue occurs.
The emails look to be eventually delivered but this a causing email delays of up to 1hr.
Has anyone run into such a problem before.

2 x CAS/Mailbox Exchange 2013 SP1 servers
2 x CAS/HUB/Mailbox Exchange 2010 SP3 RU6
