Exchange 2010 - Route internal mail through Smart Hosts

I hope someone can help with my problem.

We currently have a mixed Exchange 2003 - 2010 mail environment.
We have multiple locations all around the world with local Exchange servers and DC's.
We have 1 forest 1 domain.

With Exchange 2003 we routed internal mail through smart hosts to the different locations.

We want to configure it the same way with Exchange 2010. But Exchange 2010 sees the whole domain as internal and is not using the smart hosts setup. Is there any way to force Exchange 2010 to use the smart hosts instead of internal routing?

Why we want do this? Costs.
In every site we have a local Internet breakout and a WAN link.
But WAN links are very, very expensive in some countries so we want to use the much cheaper, much faster local internet breakout. And also a little bit of load balancing.

So can we force Exchange 2010 to use smart hosts for internal mail?
