MS Exchange 2013 problem for all users to "send as" alternate mailboxes (shared mailboxes, group etc.)

I Have two MS Exchange server both have Mailbox (with DAG) and Client access server roles.

Till couple days ago users was able to send from other smtp addreses that they had access (shared mailbox and groups). Now it seems that Exchange has lost a mechanism which checks if user have access to send as mailaddress. Because time before I couldn't add as outlook send from address any I would like (it gave me an error, that I don't have permissions), now I can add all addresses I want, however that addreses that users should have access to send mail imideately gives back an error:

"Undelliverable:

Your message did not reach some or all of the intended recipients.
      Subject:YYY
      Sent:2014.  gada .02.12 21:11
The following recipient(s) cannot be reached:
      XXX on 2014.  gada .02.12 21:11
            This message could not be sent. Try sending the message again later, or contact your network administrator.  Error is [0x80070005-00000000-00000000]."

I did google the error message, it shows about OAB, I have deleted OAB and downloaded it from server again, nothing has changed. I have tries to rebuild OAB but didn't help.

This error in the begining was on some users, however it seems all users that updates OAB can't send anymore from any mails except their primary smtp address.

Recently I have moved mailboxes from one database to another, possible that this case caused this error. However I did move all mailboxes any there was no error.

I have found that there is warning in MS Exchange server logs: "Event ID: 2937"

"Process w3wp.exe (ECP) (PID=14164). Object [CN=XXXXXXXXXXXXXX, DC=internal]. Property [PreviousDatabase] is set to value [XXX.internal/Configuration/Deleted Objects/Mailbox Database 0061272287 DEL:8cd3c77d-78bf-4cc5-8d43-867874d30f76], it is pointing to the Deleted Objects container in Active Directory. This property should be fixed as soon as possible." could this damage the OAB.

I have found in AD deleted Items there are three System Mailboxes that I haven't deleted, but are deleted in last days.

Don't have any ideas how to solve this case.
