I can sent from my domain to internal and to external domains, but I couldn't received from out domain

I have an Exchanger server 2013, and I can send to my domain and to external domain, But when I try to send from external domain to my domain I couldn't and recireved the following error :

Also, when I tried to make Send SMTP test by telnet , I received the following message :

501 5.5.4 Unrecognized parameter

I checked on web site and I sow my public IP is listed on Black list , SO I changed to new one , but still I facing the same issues ,
