What is the best way to filter/block spam

Now I am blocking known spam, email and domain addresses, via rules and sender filtering.

Basic settings for both:
Rules: EAC -> Mail Flow -> Rules
Sender Filtering: EMS -> Set-SenderFilterConfig

I rather use only one method.

Which of these two is better for blocking spam?
Which one executes first?
