How to reduce the POP3 read receipt responses which sends two response mails

I am having Exchange 2013 on Windows 2012. The clients are only POP3 users. 

When a mail is sent from outlook choosing read receipt. When the mail is read, the users get two responses. 

First responses : 

Your message    To: Ahmed y    Subject: test - ganesh 3    Sent: Sunday, October 25, 2015 3:46:51 PM (UTC+03:00) Kuwait, Riyadh  was read on Sunday, October 25, 2015 3:47:03 PM (UTC+03:00) Kuwait, Riyadh.

Second response:

Your message     To: ahmed@domain.com     Subject:  test - ganesh 3     Sent:  10/25/2015 3:46 PM was read on 10/25/2015 3:47 PM.

We want to reduce the two responses, kindly suggest.

Does the server rule will help to suppress? if yes how?

Is there any registry or powershell command to suppress?
