Unable to send to internal recipients or external recipients

I am unable to send mail to any internal recipients or the external addresses. We have just migrated from Exchange 2010 to Exchange 2013. Everything was working great until our first Exchange 2013 server bit the dust. Now, I can receive messages from the outside, but I cannot send messages outbound and I can't send messages to internal users.

For messages going outbound, I route mail out through a smarthost. I have a send connector setup for it, with the same settings as I had previous with Exchange 2010. On delivery, it is set to 'Route Mail through smart hosts' and then I have the address of my smart host listed in the smart host section. My smarthost does not require authentication. On the address space, I have it set as follows:

Type: SMTP

Domain: *

Cost: 1

I can try to send a message to an external account and I never see it go through my smarthost, so its never making it from the exchange server out.

For internal messages, I have looked at send and receive connectors and I haven't made any changes to them. The only thing that has happened is that the first Exchange 2013 server in the organization went out without us being able to properly decommission. I had to remove the database and server information from AD using ADSIEdit. I also had to remove, recreate, and mail enable the SystemMailbox, Migration, FederatedEmail, and DiscoverySearchMailbox by re-running the /PrepareAD command from exchange setup.

Any assistance would be greatly appreciated.
