Transport Rule to use TLS only, otherwise send through Smart host?

Hello,

Our organization has a 2013 on-premise Exchange environment and are wondering if there's a way to route mail based on the following:

If the destination server is TLS enabled, send from Exchange itself and force TLS.

or

If the destination server doesn't accept TLS, then route through a Smart Host.

We have a dedicated E-mail Encryption appliance (Zix Gateway) and currently, all mail is routed out that device.  When using Zix and a recipient gets an encrypted message from our Org as the sender, they have to go out to a separate Zix portal to retrieve the messages unless they are already a Zix customer.  This has always been hard for some recipients to comprehend the reason for that.  I'm sure it is similar with other encryption solutions out there.  We'd like to prevent the hassle of using the Zix portal if the message will be forced as TLS already.

Any ideas with Exchange itself, or any other 3rd party solution?
