Messages not being routed to JunkMail Folder

We have just migrated to Exchange 2013 from 2010. It appears we have one user whose spam is not being routed to their JunkMail Folder. We are using EOP and our Content Filter Action setting is to "Move messages to Junk Email folder" 

We have applied this transport rule at the top of our list:

Move EOP Detected Spam (SFV:SPM) to Junk Email Folder
If the message...
'X-Forefront-Antispam-Report' header contains ''SFV:SPM''
Do the following...
Set the spam confidence level (SCL) to '6'
Rule mode
Enforce
Additional properties
Sender address matches: Header

Version: 14.0.0.0

AntiSpam is not installed on the Exchange server

Organization SclJunkThreshold is set to 4

No mailbox SCL thresholds are configured.

Email header is showing X-Forefront-Antispam-Report: contains SFV:SPM and X-MS-Exchange-Organization-SCL: 6

Email is still going into JunkMail Folder

Not sure what Outlook Junk setting should be set to but I have tried Off, Low and High with no luck.

Can anyone point to a solution?
