Delay Notification Timeout setting problem in Exchange 2010

I have set the DelayNotificationtimeout parameter to 2 hrs in Hub Transport server, and already restart Exchange Transport service.

Delay DSN message have been sent to user if message is queued 4 hours, not 2 hours. I know the default value of DelayNotificationtimeout is 4. How come Exchange Server have not take effect , even I restart transport.service after update the value.

I find official document, it mentions DelayNotificationtimeout must be larger than TransientFailureRetryCount * TransientFailureRetryInterval. My TransientFailureRetryCount and ransientFailureRetryInterval parameter are 6 and 10 minutes, I think should be fine.  Please help , Thanks
