Configuring read receipts in Exchange 2013 with PowerShell

I have a user that requires read receipts be sent with all of his emails. He uses Mac Outlook 2011. Is there a way to configuring read receipts in Exchange 2013 with PowerShell or Mail Flow Rules so that when he sends an email, the server will add theDisposition-Notification-To header.
